Historic Richmond Town is a living history museum located in Staten Island, New York. The location of the Memorial is significant as it is located one block east of Fraunces Tavern, where George Washington bade farewell to his officers at the end of the Revolutionary War. "This monument is not only a memorial to the nation's 32nd president, but also a remembrance of the people of his time. The monument stretches along the Tidal Basin with four outdoor gallery rooms, connected by granite passageways. Each room exhibits aspects of Franklin D. Roosevelt's terms in office. The second room, for example, depicts the Great Depression with statues waiting in a bread line and of a man listening to a fireside chat. Another room contains a statue of Eleanor Roosevelt, the only memorial to honor a First Lady. The monument is glorified by waterfalls and pools."

The area which is now known as Elizabeth Park was once owned by Charles H. Pond. Mr. Pond was a wealthy industrialist and statesman whose career included the New York, New Haven & Hartford Railroad, Hartford National Bank, and Treasurer of the State of Connecticut.
