Fundada em 1994 por Luiz Antonio Vergani, que atua no mercado turístico desde 1977. Vergani é Bacharel em Turismo, Pós-Graduado em Administração de Empresas, Mestre em Turismo pela Universidade de São Paulo – Escola de Comunicação e Artes e Professor Universitário. Lecionou nas Universidades Anhembi - Morumbi, UNIP, UNIBAN, na Universidade de São Paulo (USP), como Professor convidado.
Em 2001, como coordenador, foi um dos responsáveis pelo reconhecimento do curso de Turismo com conceito “A” pelo MEC, na Universidade do Grande ABC (SP). Como professor, ministra aulas em disciplinas como Gestão de Agências de Viagens, Introdução ao Turismo, Tópicos Avançados de Turismo e Comunicação Empresarial.
A APEX iniciou em janeiro de 2003 uma nova fase, inaugurando sua nova sede em um pioneiro conjunto comercial, parceiro de empresas como Mac Donalds, Livraria Nobel, Drogaria São Paulo, Soho Cabeleireiros e outras.
